HSE Adult-to-Child Ratios in Ireland: What You Need to Know

When running a class or childcare service, one of the most important responsibilities is making sure children are properly supervised. Adult-to-child ratios are there to keep children safe, ensure quality care, and support providers in meeting their legal obligations.

These ratios are set out under the Child Care (Pre-School Services) Regulations 2016 and apply to anyone caring for children in early years, sessional, part-time, full-day, drop-in, or school-age services.

Below you’ll find a simple breakdown of the current requirements, along with practical tips and resources to help you stay compliant and confident.

1. Sessional Pre-School Services (up to 3.5 hours per session)

  • Ages 0–1 year: 1 adult per 3 children
  • Ages 1–2½ years: 1 adult per 5 children
  • Ages 2½–6 years: 1 adult per 11 children

2. Part-Time or Full-Day Day-Care Services (over 3.5 hours per day)

  • Ages 0–1 year: 1 adult per 3 children
  • Ages 1–2 years: 1 adult per 5 children
  • Ages 2–3 years: 1 adult per 6 children
  • Ages 3–6 years: 1 adult per 8 children

3. Drop-In or Temporary Pre-School Services

  • Ages 0–6 years: 1 adult per 4 children

4. School-Age Childcare (after-school, holiday care, etc.)

In line with Citizens Information, centre-based school-age services require a minimum ratio of 1 adult per 12 children

5. Additional Considerations

  • For mixed sessions (e.g. combining sessional and full-day groups), follow the stricter sessional ratios when younger-age children are included
  • Sessional services must also have a “competent second adult” available promptly in case of emergencies, even if not counted in the ratios
  • Providers should always consider whether the minimum ratios are adequate for the specific needs of the children, and may allocate additional staff if necessary

Why Ratios Matter

Ratios aren’t just numbers, they’re a safeguard.

They:

  • Ensure children are supervised safely at all times.
  • Give teachers and providers the time to engage properly with each child.
  • Protect providers by showing compliance with regulations.

Practical Tips for Providers

Plan ahead: If you are close to your maximum ratio, consider having a relief teacher or assistant available on call.
Mixed-age groups: Always follow the stricter (younger age) ratio if your group has different ages.
Keep records: Inspectors from Tusla often check staff attendance sheets and daily ratios. Keep them accurate and up to date.
Second adult: Even in sessional services, a second adult should be available quickly in case of emergencies.
Adapt for needs: Ratios are minimum requirements. If children have additional needs, you may need to increase staffing for safety and quality of care.

Compliance and Inspections

Tusla, the Child and Family Agency, is responsible for regulating pre-school services in Ireland. Ratios are one of the first things checked during inspections. To prepare:

  • Make sure daily sign-in sheets for staff and children are clear and accurate.
  • Keep training certificates and Garda vetting documents ready for review.
  • Remember that inspection reports are published online: Tusla Inspection Reports

Useful Resources

Adult-to-child ratios are there to support safe, high-quality care. By keeping within the correct ratios, maintaining accurate records, and planning ahead, providers can feel confident that they’re meeting requirements and giving every child the attention they deserve.
