Street Performer Byelaws in Cork City

Cork City Council’s Street Performer Byelaws have been in effect since 20 May 2024. They are designed to ensure that performers, businesses, and the public can enjoy Cork’s streets harmoniously. Key rules cover permitting, performance zones, timing, behaviour, noise levels, and enforcement.

Cork City Council actively enforces these rules, using both patrols and education for compliance. Gardaí assist, especially during busy weekends and late hours.

Permit Types & Costs

  • Annual permit: €30
  • Annual with amplification: €60 (permit €30 + amplification €30)
  • Short-term (3 months): €10
  • Short-term with amplification: €20
  • Under-25s: no permit fee (amplification fee may still apply)

Note: Each individual in groups up to 6 needs their own permit; larger groups require a Group Leader Permit at €180

Where and When You Can Perform

  • There are 23 designated busking locations across Cork city.
  • Each slot lasts 2 hours, and performers must move 50 metres before returning or going to another pitch, and cannot return to the same spot until the next day.
  • Performances must occur within set time frames—most stops allow busking between 10am–8pm, with some extending to 10pm. A 10pm curfew applies city-wide

Rules & Conduct Guidelines

  • Performances must maintain a minimum 30-minute repertoire to avoid repetition.
  • Noise must not exceed 75 dB—roughly the volume of a loud vacuum cleaner. Inspectors and Gardaí can request volumes to be reduced on the spot.
  • Keep at least 3 metres clear from business entrances and residences (always for homes; during business hours for entrances).
  • Charging for performances is not permitted, but donations—including contactless, QR code, or tip box—are welcome. Performers must act professionally and respectfully at all times and must not perform while intoxicated or use offensive content.

Enforcement, Fines & Compliance Update

  • So far, 161 permits have been issued: 112 annual and 49 short-term—indicating strong engagement from performers.
  • Eight fines of €75 each have been issued to date. Only three have been paid, one is still within the payment window, and four have led to legal proceedings for non-payment.
  • Most compliance issues have been isolated incidents, with few repeat offences. The Council balances education, deterrence, and enforcement strategies in their approach.
  • The byelaws are scheduled for review in November 2025, as requested by councillors during the original adoption process.
