The Athy Municipal District has officially adopted new Casual Trading Bye-Laws, approved at the Council meeting held on 20th October 2025.
These bye-laws will come into effect 30 days after approval – meaning from mid-November 2025 – and will introduce updated requirements and designated areas for traders operating in Athy.
Over the coming weeks, Council representatives will visit the Athy Market on Tuesdays to:
Explain the new application process
Encourage traders to apply for trading permits
Provide copies of the bye-laws and application forms
Advise traders on upcoming enforcement once the new rules are active

An online application portal for casual trading licences will also be launched shortly to make it easier for traders to apply. Hard copy applications will continue to be accepted at both the Council’s Naas Head Office and the Athy Municipal District Office.
The Council has confirmed that information about the new bye-laws will be published in local newspapers and in Iris Oifigiúil to ensure all traders are aware of the changes.

IOMST will continue to liaise with the Council and local traders to help ensure a smooth transition once the new bye-laws come into effect.
