Cork City Council Adopts New Casual Trading Bye-Laws
In late 2023, Cork City Council adopted new Casual Trading Bye-Laws, updating the existing rules that had been in place since 1996. The revised bye-laws officially came into effect in March 2024 and aim to strengthen how casual trading is managed across the city.
The changes reflect years of feedback from traders, businesses, and local communities, and are designed to enhance both the quality of trading and the experience for the public.

Some of the key updates include:
- Clearer pitch allocation criteria
- Strengthened trading standards and expectations
- The introduction of new designated casual trading areas, including Harley Street, Blackrock Village, and some local parks
- An increase in licence fees, which have not changed since 1996 — now set at a maximum of €15 per day
These new rules were shaped in part by lessons learned during Cork’s Summer Casual Trading Scheme and were subject to a public consultation process in early 2022. The feedback gathered has helped create a more structured, modern framework that aims to protect Cork’s vibrant trading culture, especially the long-standing Coal Quay Market, while supporting innovation and new opportunities.
What It Means for IOMST Members
If you’re trading in Cork, or planning to, these changes are worth knowing about.
The new bye-laws offer more structure and clearer expectations for all involved, which can help support professionalism, safety, and the continued success of local markets. New designated areas could also open up opportunities for traders looking to access different parts of the city.
While fee increases are never welcome news, Cork City Council has kept the new daily rate modest, capped at €15 per day, with no major upfront commitments. This keeps trading accessible while helping fund better facilities and oversight.
Above all, the new bye-laws reinforce the importance of working together, traders, council, and community, to maintain a thriving, well-run market scene. As always, staying informed, engaged, and insured remains key.
